The 5 Most Common Errors When Applying for Residency in Paraguay and How to Avoid Them

If you have decided to apply for residency in Paraguay, you are on an exciting path. However, the migration process can be complicated. Common errors often cause months of delay or, in the worst case, the rejection of your application.

Error #1: Expired, Unapostilled, or Poorly Translated Documentation

This is the most basic and most common error we see in the migration process.

  • The Problem: Submitting criminal record or birth certificates older than 3 or 6 months. The issue date is crucial. Worse still: foreign documents without the Hague Apostille or with a simple translation.
  • The Solution: Always verify expiration dates. Ensure all foreign documents are Apostilled. They must be translated into Spanish by a public translator registered in Paraguay.

Error #2: Confusing Migratory Residency with Tax Residency

This error is conceptual. However, it has serious legal and fiscal consequences.

  • The Problem: Assuming that, once you have the Identity Card (Cédula), you are already a tax resident. This is incorrect. The General Directorate of Migrations gives you permission to live. The SET defines your fiscal status.
  • The Solution: Understand that tax residency depends on your center of vital interests and your tax registration. You must comply with the SET immediately after obtaining your Cédula.

Error #3: Failing to Demonstrate Sufficient Economic Solvency

Migration authorities want to ensure that you can sustain yourself. You must prove you will not depend on the Paraguayan State.

  • The Problem: Failing to attach clear proof of income. Or presenting weak proof (e.g., a bank account with insufficient capital).
  • The Solution: Demonstrate your solvency through:
    • Certificate of income from abroad (pensions, returns, salaries).
    • A solid bank certificate.
    • If you are an entrepreneur, present Company Formation in Paraguay documentation and your respective RUC.

Error #4: Submitting Incomplete or Disorganized Applications

Migrations processes thousands of requests. A disorganized or incomplete file is an easy reason for rejection or delay.

  • The Problem: Missing document copies. Forms have blank fields. Or the order does not follow the official Migrations index.
