The Jesuit missions remain among the country’s most important attractions. Sites such as Santísima Trinidad del Paraná and Jesús de Tavarangué continue attracting visitors interested in history and architecture.

Yerba mate tourism and Paraguayan sugar cane experiences also became part of the national tourism strategy. Gastronomic tourism started gaining more visibility as well.

Today, Paraguay is increasingly promoting local cuisine, artisan products, and rural tourism experiences. This creates a more authentic alternative compared to mass tourism destinations.

Tourism infrastructure and accommodation

Another important point in 2018 was the expansion of accommodation options. The “Posadas Turísticas del Paraguay” program supported the development of small tourist lodgings across the country.

At the time, Paraguay already counted more than 240 tourist accommodations distributed across 70 locations and 12 departments.

Since then, tourism infrastructure has continued improving slowly. Encarnación, Asunción, and Ciudad del Este now offer a larger variety of hotels, apartments, and boutique accommodations.

According to official data, Paraguay received approximately 1.15 million international tourists in 2018. This represented a decline of more than 27% compared to the previous year.

Argentina remained the main source of visitors, representing more than 71% of arrivals. Brazil occupied second place with around 15%.

Economic instability in neighboring countries strongly affected regional tourism flows. Paraguay also continued facing limitations related to international visibility and air connectivity.

To respond to these problems, Senatur increased efforts to promote Paraguay in international tourism fairs and non-traditional markets.

Air connectivity and modernization

One important issue identified in 2018 was air connectivity. Paraguay historically had fewer international flight connections compared to larger South American countries.

Authorities started collaborating with the National Civil Aviation Directorate to attract additional airlines and increase flight frequency.

Today, connectivity remains a challenge, but improvements continue gradually. More international travelers now discover Paraguay through regional tourism circuits that combine Argentina, Brazil, and Paraguay.

Infrastructure modernization also helped conference and event tourism. In 2018 alone, Paraguay hosted more than 500 meetings, congresses, exhibitions, and international events. This sector generated approximately 116 million US dollars for the national economy.

Why Paraguay still remains underrated

Paraguay remains one of the least visited countries in South America. However, many travelers now see this as an advantage rather than a weakness.

The country offers a slower pace, lower costs, and a more authentic atmosphere. Visitors often mention the friendliness of local people and the absence of excessive mass tourism.

Asunción itself has changed considerably during the last decade. Restaurants, cultural spaces, rooftop bars, and boutique hotels continue expanding. International journalists increasingly describe the city as an underrated destination with unique character.

Nature tourism also remains underdeveloped but promising. The Chaco region, rivers, wetlands, and national parks offer opportunities for eco-tourism and adventure travel.
